Democracy becomes weak when the citizens feel weak.
Information contributes to knowledge and also confers power.
It is undoubtedly a great economic asset too. A proactive
policy of disclosure will be in keeping with spirit of the Right to
Information Act. Information collected at huge cost, with tax
payers’ money, should be made available to the general public
without having asked for it. This will improve the quality of
the data being subject to informed public scrutiny. The
Supreme Court has in at least two decisions, held that citizens
had the right to get information about all aspects of
government functioning. RTI Act is a radical improvement on
the relatively weak statute it replaced, the Freedom of
Information Act, 2002. It unequivocally confers on all citizens
the right to access to information and correspondingly, makes
the dissemination of such information an obligation of all
public authorities.
